Bank Service Solicitation

The Commander, 2d Bomb Wing, Barksdale Air Force Base, Louisiana, states that Barksdale Air Force Base presently has an on base bank. The Commander is seeking a bank that will provide the same or better service to customers. The Department of the Air Force Comptroller will grant final approval based on evaluation of the proposals received. The solicitation letter is attached. The policies outlined in the DoD Financial Management Regulation, Volume 5, Chapter 34, and DoD Instruction 1000.11 apply. The Commander, Headquarters 434th Air Refueling Wing (AFRC), Grissom Air Reserve Base, Indiana, is seeking the establishment of Automatic Teller Machine(s) on base. Grissom Air Reserve Base currently has no on-base banking facilities but is seeking the establishment of an ATM on base. The Department of the Air Force Comptroller will grant final approval based on evaluation of the proposals received. The solicitation letter is attached. The policies outlined in the DoD Financial Management Regulation, Volume 5, Chapter 34, and DoD Instruction 1000.11 apply. The Financial Institution selected shall bear the cost of the ATM installation, maintenance and operation. A federal insurance corporation must insure the selected financial institution. The attached questionnaire is provided to assist in the evaluation process.

Overseas Military Banking Contract--Request for Information

The following is information just released by the Defense Finance and Accounting Service regarding the Overseas Military Banking Contract which is up for award.

The Request for Information (RFI) has been released for the overseas military banking contract. You can view it at the link below:

Vendors have until February 18 to respond. Shortly thereafter, DFAS will issue a follow-on RFI answering any questions received and inviting vendors to an industry day. After that, DFAS will refine the requirements documentation and eventually proceed with a draft Request for Proposal (RFP).

Based on information received from the Office of the Comptroller of the Currency, no additional bank licensing requirement outside the contractor's home state banking license is required (for nationally chartered banks) to operate the home office within the CONUS. Additional requirements are contained in the Request for Information.
