SES Caral E. Spangler
Ms. Spangler came to the Marine Corps from the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) where she was the Director, Program/ Budget Coordination and had the responsibility for coordinating the efforts of various divisions within the Office of the Assistant Secretary of the Navy. She orchestrated the Department of the Navy (DON) budget review, developed guidance and schedules; prepared summary level justification used to brief the DON budget, and was responsible for budget execution, prepared funding allocations and reprogramming actions. She was in this position from November 2005 to October 2009. Ms. Spangler came to the Navy from the Office of the Undersecretary of Defense (Comptroller) where she was the Director for Investment, and had responsibility for budgetary issues relating to the Department's procurement and research and development programs. In this capacity, she was the Office of the Undersecretary of Defense (OUSD) Comptroller(C) primary interface with the acquisition community on budget issues. Ms. Spangler frequently spoke to Defense Acquisition University conferences and classes on budget issues and processes. She was selected as a member of the Senior Executive Service in 1997, and has 27 years of government service. As the Associate Director for Military Operations in the OUSD (C), Ms. Spangler had oversight of all the Services' and Defense Agencies' operations and maintenance funds. She was responsible for preparing supplemental budget requests for the Department in the aftermath of 9-11. Her first senior executive job was as the Associate Director for Military Personnel. In addition to reviewing budgets for active, guard, and reserve personnel accounts, she was a strong participant in the Department's Unified Legislation and Budgeting (ULB) process, where she reviewed legislative proposals to ensure they were supported in the budget requests. A career budget analyst in the Navy and in OSD, Ms. Spangler's first management experience was as a Branch head for the Military Construction and Research, Development, Test, and Evaluation, Navy appropriations within the Investment Division of the Navy's Office of Budget in 1995. In this capacity, she prepared the Navy's estimate of funding requirements in support of BRAC 95. In 1987, Ms. Spangler was selected as a Legislative Fellow and spent 12 months working for Congressman Norman Y. Mineta (San Jose, CA) as his national defense and science, space and technology staff assistant. Ms. Spangler has a bachelor's degree in economics from Michigan State University and a master's degree in public administration from Syracuse University. Ms. Spangler is a Certified Defense Financial Manager and currently serving as the National Vice President (Marine Corps) for the American Society of Military Comptrollers.
